Comparing Homes Across Bell County Cities
What actually changes between two Bell County listings
The short answer is jurisdiction. Two houses of the same size and age, twenty minutes apart, can sit in different school districts, be served by different water utilities, be billed by a different set of taxing units, and follow different building rules. None of that is in the photographs, and only some of it is in the listing.
So before you compare price per square foot, pin down six things for each address: which city it is in, if any; which school district serves it; which taxing units bill it; who provides water and wastewater; whether it is in a floodplain or a federal flowage easement; and what is recorded against the title.
Every one of those can be checked from a public source before you schedule a single showing. Here is where to look, and what the answers actually mean.
In the city, in its ETJ, or out in the county
Bell County has eleven incorporated cities plus the Village of Salado. Everything outside their limits is unincorporated county, and a great deal of what gets listed here is outside them.
Just past a city’s limits is its extraterritorial jurisdiction. Under Chapter 42 of the Texas Local Government Code, the ETJ reaches half a mile out for a city of fewer than 5,000 people, one mile for 5,000 to 24,999, two miles for 25,000 to 49,999, three and a half miles for 50,000 to 99,999, and five miles for a city of 100,000 or more.
Those distances are a starting point rather than an answer. Since 2023 a landowner can petition to be released from a city’s ETJ, and an annexation commenced after 1 January 2023 does not enlarge the ETJ unless the owners ask for that at the same time. Confirm the specific tract with the city rather than measuring it off a map.
Being in the ETJ means less than people expect. A city can apply its subdivision and platting rules there, but Section 212.003 says that in its ETJ a city generally may not regulate how a building or property is used, the bulk, height or number of buildings on a particular tract, the size of a building on a tract, or the number of residential units per acre. You are also not inside the city for city taxes or city services.
Further out, in unincorporated Bell County, the County Engineer’s office puts it plainly: there is no building permit, building code or zoning you must comply with. That cuts both ways. It is latitude on your own lot, and no assurance about the lot next to it.
The school district line is its own line
School district boundaries were not drawn to match city limits, and they do not move when a city annexes land. The Tax Appraisal District of Bell County appraises property for ten of them: Academy, Bartlett, Belton, Holland, Killeen, Moody, Rogers, Salado, Temple and Troy.
A Temple mailing address does not settle which district serves a house. Neither does a subdivision name, a sign at the entrance, or a builder’s brochure.
Confirm it by address, with the district. Belton ISD, for example, publishes an address lookup for attendance boundaries and also tells families they can call their campus to verify. Run that check on every address you are comparing, and run it again if you are buying into an area that is growing quickly, because boundaries in fast-growth districts can be redrawn.
The tax bill is a stack of units, not one rate
Texas has no state income tax. Property tax is levied by local taxing units, each of which adopts its own rate, and what a parcel owes depends on which of them overlap it.
In Bell County that stack starts with the county and the county road district, adds a city or no city, adds one of the ten school districts, and then may add any of a longer list: Central Texas College, Temple College, Temple Health and Bioscience, Bell County ESD #1, water control and improvement districts, municipal utility districts, and a public improvement district.
Each of those units adopts its own rate and chooses its own exemptions, and the two do not move together — a city with a higher rate can produce a lower bill than one with a lower rate, once the exemptions are applied. Our page on Bell County property tax rates by city lists the adopted rate and the exemptions for every city, school district and special district on the appraisal district’s chart, and works the arithmetic through on a worked example.
The biggest swings usually come from the first two lines of that stack: whether the parcel sits inside a city at all, and which of the ten school districts bills it. A municipal utility district or public improvement district attached to a newer subdivision can widen the gap further. Neither is visible from the curb, and neither is usually in the listing remarks.
Bell CAD publishes both the list of taxing entities and the adopted rate charts. Pull the actual parcel record for each address rather than working from a rate somebody quoted you for the area.
Water and wastewater are not a given
Inside a city you are usually on municipal water and sewer. Outside one, retail water and sewer service areas are set by certificates of convenience and necessity issued by the Public Utility Commission of Texas. A CCN gives one utility the exclusive right to provide retail service in a defined area, and the PUC’s CCN mapping tools let you search by address to see who holds it.
Where no utility serves the parcel, the house is on a well, a shared system, or an on-site sewage facility, which is what a septic system is called in the rules.
Bell County requires all on-site sewage facilities to be permitted regardless of lot size or acreage, and the health district’s own guidance warns that the permit process can take some time. If a property on acreage has had its septic repaired, replaced or extended, ask to see the permit record. If you are buying land to build on, start that application earlier than you think you need to.
Near the lake and on the lake are different things
Belton Lake and Stillhouse Hollow Lake are operated by the Fort Worth District of the U.S. Army Corps of Engineers, and the Corps holds two different kinds of interest around them. Fee land is property the Corps owns outright. Flowage easement is privately owned land on which the government bought the perpetual right to flood.
The elevation differs by lake: 642.00 feet above mean sea level at Belton Lake and 671.00 feet at Stillhouse Hollow.
Flowage easement land is privately owned but restricted in how it can be used, and the Corps tells prospective buyers of adjacent property to find the easement line before they purchase. Its warning is worth repeating: flowage easements may or may not be located on deeds or plats provided by the seller(s).
Which is why lakefront, lake view and lake access can describe several very different legal situations. The lake offices will answer questions directly, Belton Lake at (254) 742-3050 and Stillhouse Hollow at (254) 939-2461.
Floodplain is a separate question from the flowage easement, and a property can be in one without the other. In unincorporated Bell County, floodplain review runs through the County Engineer’s office as part of the sewage permit process, using a Flood Plain Exemption Certificate.
Two listings in the same city can still differ
The comparison does not finish at the city line. Within one city, subdivisions are platted at different times under different rules, carry their own recorded deed restrictions, and may or may not have an association with dues and architectural approval.
Where there is no zoning, those recorded restrictions are often the only thing governing what can go up nearby. They are filed in the Bell County Clerk’s real property records, they run with the land, and they are worth reading rather than summarizing.
Newer master-planned areas are the ones more likely to sit inside a utility or improvement district, which shows up on the tax bill rather than in the listing. If you are weighing specific west Temple subdivisions, our brokerage keeps a page on the Lakewood Ranch area of west Temple with current listings and a description of the community.
Comparing two cities rather than two subdivisions? The pages on Belton, Temple, Salado, Killeen, Harker Heights, Nolanville, Troy, Holland and Morgan’s Point Resort go through the same ground town by town.
Line them up side by side
For each address you are seriously considering, fill in these eight lines. They are the six questions above, with water and sewer separated and the plat added:
- City, ETJ or unincorporated county, and if a city, which one
- School district, confirmed by address with the district itself
- Every taxing unit on the parcel record, including any utility or improvement district
- Water provider and the CCN holder for that area, or a well
- Sewer provider, or a permitted on-site sewage facility with its records
- Floodplain status, and near either lake, the flowage easement line
- Recorded deed restrictions, and any association dues and rules
- Plat date, and what the adjoining land is platted for
Do that and the two listings usually stop looking interchangeable. Sometimes the cheaper one is cheaper for reasons you can live with quite happily. Sometimes it is cheaper for a reason that would have surfaced three years in.
If you would rather not assemble it yourself, that is most of what I do before writing an offer. Send me the two addresses through the contact page and I will put the comparison together. If you are earlier than that and still working out the budget, start with buying a home in Bell County or, if it is your first purchase, the first-time buyer page.

Common questions
How do I find out which school district serves a specific address?
Ask the district, by address. Belton ISD, for instance, publishes an address lookup and also tells families to contact their campus to confirm the attendance boundary. District lines do not follow city limits, so a mailing address, a subdivision name or a listing remark is not proof of anything.
What is the difference between being in a city and being in its ETJ?
The extraterritorial jurisdiction is unincorporated land next to a city, reaching from half a mile to five miles out depending on the population of the city under Chapter 42 of the Local Government Code. A city can apply its subdivision and platting rules there, but Section 212.003 generally bars it from regulating land use, the bulk, height or number of buildings on a tract, building size, or units per acre in the ETJ. Since 2023 a landowner can also petition to be released from the ETJ, so confirm the tract with the city. You are not inside the city for city taxes or city services.
Does a house on acreage in Bell County need a septic permit?
Yes. Bell County requires all on-site sewage facilities to be permitted regardless of lot size or acreage, and the health district notes the process can take some time. That matters most if you are buying land to build on, or buying a house whose system has been repaired or replaced.
What does a flowage easement mean for a lake property?
It means the land is privately owned but the federal government holds a perpetual right to flood it, up to 642.00 feet above mean sea level at Belton Lake and 671.00 feet at Stillhouse Hollow. The Corps of Engineers says the easement may not appear on the deed or plat the seller provides, so the line should be confirmed before you buy.
Why do two similar Bell County homes have different tax bills?
Because a different set of taxing units overlaps them. Bell CAD bills for the county and county road district, twelve municipalities, ten school districts, two college districts, a health and bioscience district, an emergency services district, several water and municipal utility districts, and a public improvement district. The usual drivers are whether the parcel sits inside a city and which of the ten school districts bills it; a newer subdivision inside a utility or improvement district can widen the gap.
